Before the safety was invented, most bicycles were designed with men in mind. The long, full dresses that women wore made riding boneshakers difficult and ordinaries pretty near impossible. But bicycle makers realized there was money to be made in offering women a cycling option, and they came up with some interesting, if not always practical, designs.

    I would say "Women's clothing made it difficult for them to ride the existing bicycle models."

    It is never mentioned bicycle makers were not making enough money, just that they were interested in making more. We can rule that out.

    No accidents were mentioned in the passage so we can instantly kick that option out.

    It never speaks about the weight of bicycles being a problem, only women's fashion is a problem, so not that either.

    That leaves us with option three. Having women's clothing be difficult when riding bicycles is definitely mentioned, and it is stated to be a problem. So logically it should be the answer we choose.
