It is a sentence, a fragment is not a complete sentence.

Also, it is considered a fragment if it does not have a noun and verb.

For example:

Sentence: "The dog is walking down the street."

Fragment: "He is."

-what is he? And what is he doing? There are too many left out details to consider it a full sentence.
