    Why? Well let me show you why I say it is.

    The Apartment - Tells us the word/word it modifies

    Finally rented - this describes the apartment as being "rented" so thus B.) is correct.

    The others are not correct because they are either missing an adj. phrase or noun/pronoun.

    First of all, a phrase cannot have a verb in it, so B is definitely not the correct answer, as well as A.

    C is an adverb phrase, so that is also not correct.

    The correct answer is D. the apartment directly above ours.

    There is the noun - the apartment - and the adjective phrase that describes it - directly above ours.

    What apartment? (The one) directly above ours.
