    In the excerpt Roosevelt describes both the United States of America and a part of the world as great. The purpose of this excerpt is to praise the farmers for all of their efforts. Since the word "great" has a positive connotation and the purpose is praise, we can eliminate any options that have a negative connotation. The option about feeding the troops being a hopeless cause and the option about placing a huge burden on the farms should are both incorrect. While Roosevelt is emphasizing the monumental task the farmers have faced, he is praising their efforts and successes. The word "great" also does not illustrate how many nations are actually fighting.
