What is the author's purpose for including this sentence?

Frankly, I have yet to engage in a direct action campaign that was "well timed" in the view of those who have not suffered unduly from the disease of segregation.

    Answer C. He means that protests are never going to seem like they're happening at the right time to those who don't directly experience the cause of protesting, but to the people who are, you cannot take action fast enough, and so he is very unwilling to postpone that action.
