    Both semantically and syntactically ambiguous

    Explanation:

Semantic ambiguity is due to a particular word or phrase for e. g. He does not use glasses. This phrase does not tell if the person does not use glasses for drinking or does not wear eye glasses.

Syntactic ambiguity occurs because of sentence structure rather than words used in the sentences. In syntactic ambiguity, the order of words in the sentence are confusing.

In the above statement, the group of citizens who planned a sit-in at City hall, leaving employees no place to go; has semantic ambiguity in the fact that employees have actually no restrooms to go or they does not leave free place for employees to move around.

In addition, syntactic ambiguity also occurred in the statement as it is not clear about who exactly is not giving place for employees to go.
