    The simile is the poetic device that allows the comparison of two different things, to form a broad, subjunctive and highly understandable concept by the reader. In the first sentence we can see the comparison between "men in windows" and "birds of prey on perches", two completely different factors, but when compared they provide an understandable meaning.

    Metaphor is the device that makes a direct comparison between two terms that have a certain non-literal similarity, but that can be linked to each other. In the second sentence we can see this happening, when the speaker compares miserable people with parts of vegetables when they are withered.
