    B. uses casual language.

One of the things that is most directly responsible for the tone and style of writing is the type of language used. Thus, if formal language is used, the tone will most likely be that of formal. Likewise, if informal language is used, this will provide the tone and style of informality. As such, in the beginning of the sentence, we see the use of words "big fuss" used to describe the reaction to the defacing of a coin. The choice of "big fuss" instead of, say, "perturbation" or "commotion" is what causes this sentence to be of an informal tone.
