The figurative language is personification. Personification is giving human traits to inanimate objects or things. In this phrase, dilemma is given human traits that it is able to have strength and fight back as in to wrestle. Dilemma is an abstract idea and it literally cannot do manual acts; so this is expression "wrestle with dilemma" applies personification.
