    Answer: The wealthy and powerful often over - consumed because they could afford to spend on such luxuries.

    The poor could not and were under-fed because they did not have enough money to buy enough food. The sick and aged are suffering so couldn't have over-consumed.

    Children either belong to the poor or the wealthy and powerful.
