Read the passage.

~ Many people talk about term limits as if it were a novel idea. The problem with their position is that we already have term limits in place. They're called "elections." If the people want to get someone out of office, they simply don't vote for that person. Legislating term limits is a redundancy. People lose a valuable and experienced leader when term limits are imposed.

Which statement best describes the author of the passage?

A. He is biased against term limits.

B. He treats both sides of the issue.

C. His purpose is to inform people.

D. He is not aware of his audience.
