This manifestation had its proclamation through the Statute of Virginia on January 16, 1786 where it clearly states that Americans should enjoy freedom of religion as a fundamental right and likewise states that the State and religious Institutions must be autonomous and address issues that each one concerns.

According to Jefferson, religion was such a personal matter that it competed only with God and each human being and where the Civil Government had no place.

Thomas Jefferson said that no assembly should have the power to revoke an act because any Assembly was constituted with the same powers that constituted the Assembly that proposed the act. Also, Jefferson mentions that any natural rights of mankind should not be revoked and that the act that did it would be an infringement of natural right.
