Is it possible for someone to be in power if the people don't not fear him? Explain why?

    It is possible for someone to be in power if the people don't fear him. The respect people have for them would create a chance for people to place them on a higher pedestal, if you will. For example; Barack Obama was president. Most people didn't fear him, yet they held respect for him and re-elected him. They had respect for Obama, and he was in power.

    Its possible because with seperation of goverment we shouldn't be afraid because multible people most likely wouldn't let the goverment do anything to negitivly effect people. like how the president has to pass laws through 100's of people so even if the leader has bad intentions the other parts of the goverment would prevent those bad intenons from coming to life. In contrys without seperation of power they should be scared unless there 100% sure they will not do anything crazy.
