Some scholars have suggested that the media creates a culture of fear because it often focuses on the negative effects that certain social conditions can have. For example, scholars may say that the media may focus on the possibility of an epidemic of an infectious disease when the probability that it will happen is low. Do you think that the media creates a culture of fear? Why or why not?

Yes the media has the power to create fear. Why? Because it's everything we watch and see. It's what we see on our phones and listen to when we come home from a long day of work. Media sculpts our perspective whether we like it our not. Whether it's the movies, the news, or the books you read you have been influenced by it. And sadly people don't care to question it. They just accept it. We all do. So if there was a situation like the case you described, most likely it would cause great fear.
