Which phase of the typical criminal intelligence process do you think poses the highest risk of civil rights infringement? Why?

I think Intelligence itself is a high risk of CR infringement ... coz it requires running informants, wiretapping, trying to keep tabs on everyone, and threatening to charge them with critical offenses if they never turn states evidence. also, you need ability to monitor and interdict your operations.
