Capote may have made the characters in "A Christmas memory" static because of the fact that the story takes place in a very short time frame. The story happens around Christmastime of a certain year. A few days would not be enough time for a person to have a dramatic change that occurred suddenly. The story is mainly trying to show the speaker's recollection of certain events that occurred that particular holiday.
