A run-on is when two complete sentences are put together in one sentence, often with the use of a comma. Fragments, on the other hand, are when a sentence is incomplete (it often doesn't have a subject). The first sentence (When I was younger ...) has no errors. The second sentence (Fanning the slice ...) is a run-on. "Fanning the slice of pizza witha napkin, Jolene waited for it to cool" and "She had already burned the roof of her mouth with the fried cheese sticks" can be independent sentences. The third sentence (Driving home from school ...) is also a run-on. "Driving home from school, Brett vowed to protect the fragile ecosystem" and "All the while the tires of his Cadillac Escalade flattened the toads hopping on the wet streets" can also be separated into two sentences. The fourth sentence "his ex-girlfriend Gigi chased him ... " is technically a full sentence, as long as "his" is capitalized in the beginning.
