    These lines were written by Thomas Jefferson in Declaration of Independence. There was a bit of rift among the thirteen colonies about the taxation without Representation during the Revolutionary War. He is stating that the colonies have their own right and authority to govern themselves like how they saw fit.

    And the colonies should be polite enough to explain King George how he manipulated and looted them for which they have broken his shackles and taken up the govern by themselves for their betterment.
