The train can be a convenient way to travel to various European cities. Certain tickets allow passengers to get off at desired locations, stay however long they want, and then catch another train to head to their next stop. Some tickets, though, do not allow passengers this luxury. Since passengers on the train are unable to exit and reenter at the city stops. They must view those cities from inside the trainÍs windows. Either way, the train is a great way to view a lot of EuropeÍs beautiful countryside without having to deal with the headaches of driving yourself!

The fragment in the paragraph is the line containing: Since passengers on the train are unable to exit and reenter at the city stops. This is because it has no independent clause.
