Douglass says that he is not included because he feels disconnected from a nation that has endorsed slavery.
He cannot celebrate the Fourth of July because he knows there are people, such as slaves, who do not have the same rights as the rest of them, therefore he doesn't feel he is the member of that society where slavery is still very present.
