    The correct answer is - We have not received the final pieces that we will need to complete the collection.

    First of all, the tense you need to use is present perfect (have not received) and not future simple (will not receive) because this has already happened - you were supposed to receive those pieces, but that unfortunately didn't happen. You also shouldn't use past perfect tense (had not received) because that would mean that particular action happened (or didn't happen) before some other action in the past, and based on the verb in the sentence (need) we can see that is not the case.
