Friar Lawrence was responsible for Romeo and Juliet's deaths because::

Friar Lawrence's own confession in Act 5, Scene 3 in his monologue where he confesses that he married Romeo and Juliet secretly. Friar Lawrence also confesses that he gave Juliet sleeping potion but Romeo thought that Juliet was dead. Friar lawrence further confesses that he gave a letter to Friar John explaining the plan to Romeo but Friar John returned the letter back to Friar Lawrence undelivered, so that Romeo never knew the contents of the message. Friar Lawrence fled the place before watchmen came to arrest him on the orders of the Prince Friar. His fleeing the scene of deaths shows that Friar Lawrence is responsible for their deaths. When Romeo and Juliet die, Friar Lawrence throws himself to the mercy of Price out of his guilt of killing Romeo & Juliet. This submission in front of the Prince is an evidence that Friar Lawrence was responsible for Romeo & Juliet's deaths.
