    It depends. Most likely, a cover letter implies a resume. That would be addressed to the person doing the hiring ... that is most likely Human Resources. The only way you'd be preparing a cover letter to the owner is if it's a small and private business. Most likely, you don't need a cover letter ... just a simply resume. I'd go with C.
