Who first accepts the Green Knight's challenge?

King Arthur is initially the first person to make a move to try and accept the challenge, but in the end it is Gawaine who speaks out.

I suppose I would say Arthur considering that he had stood up and was well on his way to accepting the challenge in his actions, if not with his words.
