Where should the commas be placed in the following sentence?

"Every time I see you" he laughed "you are on the phone."

    Sentence 3 is correct. "Every time I see you, he laughed, you are on the phone." They are laced correctly there. he pauses after he says "ervy time I see you" Then he pauses to laugh, then he continues. 3 is correct.
