    When one evaluate they usual give professional opinions which doesn't relate to making claims on what they know but it is more on what is true and based on what has been researched and studied very well for example when a doctor evaluate you, they will not be making claims in what ever advice they present to you but it would be more on factual and studied information or knowledge.
