When a noun is zero quantified you typically use the plural form. For example, "There are no cats under the desk" or "it is zero degrees outside."
However it also depends on the context of the statement. If you were refuting a statement about a cat being under the desk you could say "there is no cat under the desk."
Also for nouns that dont have a plural or that are not typically counted you would use the singular. "There is no water in the vase" or "there is no flour in the recipe."
