    Definitely, the third option C) "Oh," the is the right one, because according to the the basic punctuation rules in direct speech, we need to put a punctuation mark (comma in this case) if the author's words come after information which is being quoted. We need to separate quoted part from direct piece of speech to make the sentence completed and reasonably organised.
