People do not report corruption because:

1) They are involved in the corruption.

2) They are scared of the people who are involved in the corruption. They might lose their jobs if they report the corruption or worse their lives.

3) They don't know how and whom to report the corruption.

4) They don't care about the corruption or they accepted it as a part of the existing system.
