    They urge you to have family meals together at least once a day because that way your family members can see your face and have you in there presences for longer then 10 minutes, and see how your acting to tell if your on substances. If you've been caught abusing them.

    Explanation:

    The explanation behind it is that someone who abuses substances will try to see there parents as little as possible. Normally if your a teenager and you just see your mom for like 5 minutes a day and say your busy people wont be able to tell if your using substances, and especially if someone is abusing them. So if you have family meals at least once a day then you can get a look at your kid and see if there depressed and if they have reasons to be abusing certain drugs.
