    The statement " The rationale for twin studies is that twins do not normally develop under similar environments" is false.

    In opposite, the twins normally develop under similar environmental conditions.

    Identical twins share more genetic kinship than fraternal twins. So if pairs of identical twins are more similar in intelligence than fraternal twins, it's presumably because of their greater genetic similarity.
