What is a group of words called that contains either a subject or a verb, but not both?

    That's a phrase. Phrases don't have a subject-verb component ... unlike clauses, which DO have both.

    Explanation:

    phrase:

    My younger brother (no verb)

    sat on the floor (no subject)

    clause:

    My younger brother sat on the floor.
