    When in passive voice, a sentence usually sounds like 'It was done by them', when you change it to active voice the sentence changes to 'They did it.' So in this sentence, you would change it from 'The dress code was done by the student council.' to 'The student council did it.'

    The student council approved the new dress code rules.
