Gandhi's central claim in "From Letter to Viceroy, Lord Irwin" is that the British rule in India must come to an end.

To support his claim, Gandhi begins by separating British laws and legislation from the people that enforce them. By doing this, he states that the problem is with the British dominion and he is not judging the people.

After that, Gandhi cites the impoverishment of Indian people as a result of the expensive military and civil administration that the country cannot afford, thus leading Indians into political serfdom and exploitation, and also starvation.
