The statement "The person we voted "most likely to succeed" is Samantha. Who else should it be, but the smartest person in our class?" contains a wrong choice of word and makes it grammatically error. "Who else should it be, but the smartest person in our class?" must be replaced by " Who else should it be other than the smartest person in our class?". It sounds so good and is correct.
