    Answer: I would contend that the right answers are A) It clearly takes one side of an issue and E) It is a statement of fact.

    Explanation: Just to elaborate a little on the answer, it can be added that to claim is to state that something is a fact, or that is true, even if you cannot prove it and even if not everybody believes it, as it is the case here. The student claims that, in spite of what some people think, video games CAN teach young people some valuable skills. Can he or she demonstrate that? And, even if he or she can, will everybody believe it? In addition, because of their assertive nature, claims often reflect one side of an issue.
