Explain what sanders means by the phrases Stone Age hunters

I believe that he means that the people who do not have a lot of resources, like the stone age hunters, or someone who doesn't have much, like a poor person or someone without a home. The stone age hunters were hunters from way back who did not have many materials, so they had a much more difficult time completing their tasks.
