    There is no ethics involved. It is just a statement made. There is no moral judgment if one does not do what the sentence suggests.

    There is no appeal to the emotions. It is a straight forward fact. The speaker is trying to persuade an audience that should be raising dues 2%. It that happens a lawyer can be kept on retainer to be of service if he/she is needed.
