Are the verb tenses in the sentence consistent, or do they shift unnecessarily?

Yesterday during the storm, the wind blows hard, and it knocked down the fence.

    The verb tenses are not consistent, they shift unnecessarily.

    It should be: Yesterday during the storm, the wind blew hard, and it knocked down the fence.

    There is no reason why the verb blow should be in the present tense.
