With a top speed of 267 mph, the Bugatti Veyron is not only the fastest car in the world; it is also one of the most expensive at $2,400,000. In other words, it's not a practical purchase for most of us.

This statement is an example of which type of rhetoric?

It is an example of deliberative rhetoric.

Deliberative rhetoric has the goal to persuade the reader/listener either to take a certain action because it is beneficial for them, or to refrain from it because it is potentially harmful to them. In this case, the main argument is that Bugatti Veyron is one of the most expensive cars in the world. Even if it is one of the fastest, the price is still too big. Therefore, the decision to buy one wouldn't be practical. Accordingly, average people shouldn't buy it.

If the article is directed towards rich people, the same argument works for them too, as they like to stand out from the crowd and purchase extravagant things that most people wouldn't be able to afford.
