    is an expression of his protest over the current state of the world.

    In the poem Ginsberg talks about how he would like to clean up the world. He talks about cleaning the "oily Carib & Gulf of Mexico" because of the oil spills. He talks about washing out the "blood & Agent Orange" from Asia. He is not just talking about cleaning up trash, as option C would suggest. He wants to clean up all the damage the humans have done to the Earth and each other. The poem is an homage to Kenneth Koch so option B is also not correct.
