The majority of fragments come from the mistake of writing an independent clause and a dependent clause independently, it means not putting them together in the same sentence. The example "Each winter, I go ice skating with friends from my neighborhood" can be considered as a sentence and not a fragment as it has a subject (I), verb (go) and it makes complete meaning.
