A setting influences a character in may ways. It can create conflict, influence a character's motivations, and determine the rules. For example a story set in the Arctic immediately brings about many conflicts with nature such as the cold and lack of basic needs like shelter, food and water. The rules for the characters are determined by this setting because the character may not go outside without a certain amount of clothing. Water and food must be thoughtfully consumed because it is not in abundance. A character living in the Arctic may have a single motivation - to get out of the Arctic. While a character living in paradise may want nothing more than to stay.
