It means that although they are in love, there are still some obstacles they face, for example, their parents do not allow them to see each other.

As the answer above said, even though they're in love it means that they have a few minor or major complications to have their relationship. like in Romeo and Juliet, he was seventeen she was thirteen, she was a rebound for Romeo. Plus, their families were feuding which makes them Star Cross'd Lovers.
