Personally believe I it would be 4). But if I am wrong someone let me know, I don't think it would be 1) The purpose was to gain financial and political support for a new space program. Because he never mentioned a space program at all. I do not think its 3) The purpose was to entertain the American public with a televised speech. Because it was an informative speech. But, it could be 4) The purpose was to summarize the progress made by mankind. Because in the speech he does mention what we do have so far. He mentioned technology, and flying.
