    Explanation:This sounds like a person who had worked before and everything was well then however it sounds like he no longer works and he is depressed.

    He is poor now and is moaning thinking of how he used to be before.

    The opening of the song says ' can you spare me a dime ' he is literally asking for some littles cash or money, which means he is now begging for money to escape poverty that he might be facing.

    He probably worked in those railway line building construction before and either the contract ended or he lost his job which may make him say the railways are no more.
