    The correct answer would be the first option.

    From the text we clearly see that the woman's shoe and its movement indicate her inner thoughts to the narrator. He is observing her shoe and he knows already what she would say next. Trough her non-verbal gestures the narrator is able to deduct what the women is going to say.
