I think a full quote starts with a comma or a colon. A partial quote does not, because it becomes part of the sentence that it is part of; a comma follows the open - quote mark if it comes before an unquoted version of the same word or phrase.

A partial quote is when you copy a piece of what someone says like you wouldn't copy all of Martin Luther King Jr.'s I had a dream speech only part of it.
