Wild animals belong in their natural habitat; thus it is cruel to keep them in captivity. Which is a counterclaim to the author's claim? Although zoos do their best to provide care, the animals suffer unnecessarily in confined spaces. The Animal Welfare Act of 1970 requires that zoo animals are well taken care of and protected. Many guests consider a visit to the zoo to be a form of entertainment, not an educational experience. Zoos are not able to fully recreate an animal's natural habitat.
