    The author uses personification in this passage. Personification is when a writer gives human like qualities to something inanimate or not human. In the passage, the writer days that "the stream giggles", obviously it doesn't literally laugh but the sound of the stream sounds similar to a giggle as it splashes over the rocks. The sand goes for the wind, which can't literally whisper, but sounds like it does.
